I tried the number, and it sure sounded like a fax prompt. Believe it is a fax. Send the FAX.

TTY is not a FAX machine, its a method for talking via a keypad over the telephone, for deaf people. It usues a modem to transmit the data, in a similar way to a FAX machine, and hence why it sounds like a fax machine.
