There is a good chance that they decided to let the petition expire. Have your SO call her congressman's office and request that they assist you in finding out what has happened to your petition. If it has expired then you are free to either file again, or to have her go to Morocco to marry you and file for the CR1. If it hasn't expired then you could ask the congressman's office to help you to follow the case and make sure it does get handled.

Ours was returned to California as well. They received it in December of 05. They didn't review it until August of 06. So 6 months, if they haven't expired it, isn't really that long for this process.

This link is specific to returned petitions. It will help to guide you in what to expect:

Tell your fiance to come back to Morocco and get married. That's what I did when they sent my fiance visa case back to USCIS.

Has your fiancee contacted her senator or state representative? Maybe they can get some answers to your questions. Good luck!
