Thanks in advance for your responses,

I am having issues with the National Visa Center pertaining to my spouses State Criminal Record. As prior posts have mentioned the NVC and Consulates require a police certificate from the "Secretaria de Seguranca Publica" where the applicant has resided for at least 6 months since attaining the age of 16. In her case this is just Alagoas. On the US's Consulate Website for Brazil it identifies the street addresses and telephone numbers of the Secretaria de Seguranca's in the most populous/demanded states. Again in our case, Alagoas.

We have gone to this state police department and obtained her state criminal record but the NVC said this was not the correct certificate. I believe the issue to be the naming convention of the different state departments. In Alagoas the State police department is called "Secretaria Coordendora de Justica e Defesa Social. Because of this i believe the NVC is rejecting the criminal record.

When i sent the record in I used collateral information from the Consulates website identifiying the street address from which i needed to obtain the record from and a google map image of the street address which identified the naming convention of the State Police of Alagoas as, "Secretaria Coordenadora de Justica e Defesa Social".

Can someone please help me solve my issue with the NVC, how do i inform them of the difference in naming convention of state polices of different states? I have asked my document to be reviewed by a manager which takes up to 15 business days but i am still worried that it will be denied again? Am i able to contact a manager directly at the NVC while they have my file in front of them to go over my issue?

Please help!

I don't think it is a different states have different names thing. Look here:

Try contacting them. I wouldn't count on dealing with managers at the NVC. It's a million times easier to send the right document than it is to talk to managers or your senator, etc.

Thanks for your reply, i have scowered the provided website and i am unable to find anything different.

If you enter in the street address indicated above which i obtained from the US Consulate in Rio's website your results show you the naming convention which i identified above, "Secretaria de Estado da Defesa Social Fax Instituto de Identificação." Below is the link:

From this do you still believe there is a different entity at the address called the Secretaria de Seguranca. If so can you assist me in the research to identify the department as my portuguese is not the best.

Bump/Update

I have just checked with the NVC regarding the State Criminal Record, it was rejected again.

My wife has talked to friends who work in the Civil Police and they stated that the name in fact changed to Secretaria Coordendora de Justica e Defesa Social in Alagoas, Brazil. I am attempting to contact the Consulate in Rio and Recife to see if they have received this notification or assist in any way but i doubt they will be very helpful. Does anyone have any suggestions for how to resolve my problem. I have thought about going to the Defesa Social and having them write up a document for me about the name change and/or to obtain another police record with the address.

I am pesimistic about my options because the NVC representative said that the people who review the documents really look for the naming convention "Secretaria de Seguranca" and without this they are easily denied.

Any thoughts, advice, help would be greatly appreciated.

Well, we have two ideas.

The first is to email the consulate in Rio and ask them what they recommend. You can't be the first person to need this certificate from that state. They can answer email in English but it might be easier if your SO emails them.

Second, have your SO talk to a despachante where she lives and see if they can advise her. My wife did that in Sao Paulo when we got her certificate.

The form they complete is called the Requerimento Para Atestado De Antecedentes Criminais. Somewhere on that form it mentions the ....Seguranca Publica.

Hopefully that helps.

Email from Consular Chief in Recife

Here is the response I got from my contact at NVC. This is good news for you, but it also helps us to adjust the reciprocity definitions and rules.

“We have reviewed the information for this case per request. The NVC compares the police certificate information provided to the Reciprocity tables (formerly known as Appendix C of the FAM). Per the information listed at present the document submitted was from the incorrect issuing authority. When we reviewed the file again with the new information provided below it was determined that the document was indeed acceptable and the case has been qualified. We will reach out to the post in Brazil this evening in regards to having the Reciprocity tables updated with the new name of the issuing authority.

While the tables are being updated we will create a training record to account for this update and modify our checklist accordingly to ensure we are directing applicants to submit the proper documentation. Please let us know if you require anything else.”

Your application should be back on track. Since this consulate is not an IV adjudicating post, please conduct all future correspondence through Rio.[/

Just waiting on the immigration interview paperwork so we can book travel and obtain the proper medical records!!
