who was the petitioner?

i think it is clear the Mother In Law is a sponser, yes? but is she the primary sponser or the co-sponser for the I-864?

her mother in law is the petitioner, but her brother in law is sponsering her whole family..her mother in law is not working and is housewife..she is sick now..
