i am a filipino and sad to say, committing fraud in the philipines is easy...if you have the money and connections....i do not want to disagree to any posts made here knowing that everything here are personal opinions according to what and how we understand things but i want to state one real story of the same issue (birth certificate fraud)

i know one,a filipina, got pregnant out of wedlock, met a USC, got marrried, named the child after the USC husband,but was messed up and got denied in the USEM because of fraud (hiding material facts and misrepresentation)- USEM found out that the child is not the child of the USC (the birth certificate shows the usc is the father of the child) which DNA denied). NOw, they are facing the consequence...the intention to put the usc husband's name in the child's bith certificate as the father is not really for immigration purposes but to cover up with social embarassment....and just to clarify, the usc knows everything about the woman and accepted him for what she is and who she was...

It may be a long shot, but since the Philippines is a signatory to the Hague Convention the definition of who may be adopted is slightly different than an orphan.

There are five requirements the child must meet, but the two that probably are most applicable to your situation are:

3. The child’s birth parents (or parent if the child has a sole or surviving parent), or other legal custodian, individuals, or entities whose consent is necessary for adoption, freely gave their written irrevocable consent to the termination of their legal relationship with the child and to the child’s emigration and adoption;

4. If the child has two living birthparents who were the last legal custodians who signed the irrevocable consent to adoption, they are determined to be incapable of providing proper care for the child;

I am not going to delve into the fraud labels that have been thrown around and will just say that those who said to seek out a qualified representative for advice are correct. Fraud will only make things worse. That out of the way, you can call the US Department of State office that deals with Hague adoptions at 1-888-407-4747. In my experience they have been extremely helpful. Country specific information on adopting in the Philippines can be found at:
