Question about cfo seminar

My fiancee is a little confused she recieved her visa today she trying to figure out at the CFO seminar they need visa(original and photocopy) immigrant data summary but it says, the envelope should be open by the united states of immigration or public health service officer only. how can she photocopy those documents?Any help would be appreciated thank you
