What's the time limit for sending in Packet 3?

Hello everyone, I've backread and I can't seem to find the answer to my question, I'm hoping someone can enlighten me please.

this is for DCF in Manila btw.

My wife's packet 3 arrived the other day but we are not planning to move to the U.S. until around October or later 2010. I'd like to know if there is a time limit to how late she can send that in?

I know that once she sends it in, she will get an interview date and packet 4 inside of 1 month and that is just too soon for us we are not prepared even with the 6 months that the visa gives us.

it must be returned before the NOA2 runs out... They may extend it, but dont count on it...
