Police certificate question

Timeline

My fiancee is a citizen of Germany but has resided solely in the Netherlands since the age of four. The Amsterdam consulate indicated that they will obtain the Dutch Police certificate. Today, she received the packet for the medical and interview, and they included a checklist of documents for her to bring, including a German police certificate, even though the initial instructions ask for police certificates from everywhere she resided since the age of 16. Does this sound right? The interview is only a few weeks away and she's not even sure how to go about getting the certificate. We're a little concerned that the certificate may not get there in time.

Maybe they just assume she was older when she moved to the Netherlands, it says since 16 so I wouldn't think you would need it, but you might want to have some kind of proof that she was in the Netherlands since age 4, and not just say I've been here since age 4, maybe some school record that shows she was in school there before the age of 16

She might want to also just call the consulate and tell them the situation and see what they say, or email if there is a way to email

The German police certification should not be needed - regardless of what the packet-instructions indicate; presumably an IO would not ask for it after reading that she hasn't lived there since she was 4.

I am curious though - about the part where the US Embassy in Amsterdam is going to get (themselves) a police certification from Dutch authorities (hadn't heard that one before).
