At the end of the instructions for the K-1, it lists the two service centers that process K-1 visas. Those are California Service Center and Vermont Service Center.

Alabama applications go to

USCIS

Vermont Service Center

Attn: I-129F

75 Lower Welden Street St.

Albans, VT 05479-0001

according to the most recent instructions found at http://www.uscis.gov/files/form/i-129finstr.pdf

Hi there,

I am going to visit my partner in February and we have decided to file for the K-1 Visa. He resides in Alabama. We are not sure which USCIS office he should file the K-1 Visa through; Vermont or Texas?

He will first submit the I-129F petition to Vermont, when approved you will apply for a K-1 visa in Vancouver
