I've been meaning to post this for a few months, but just now had the time. We had a bit of a problem at the Houston airport in September. I flew to Houston to meet my fiancee, who was flying in from her country. We planned to then fly out together to my city. I didn't leave the secured area after arriving, and proceeded instead to ask the person at the "Terminal Information" booth where I should wait. The very nice lady at the "Terminal Information" booth told me to wait where I was, (in Terminal E, just across the bridge from Terminal D), that my fiancee would go through passport control and customs, and come up the escalator. This was incorrect information. They actually come out downstairs.

Just a little "heads up" for anyone meeting your loved one at Point of Entry at the Houston airport.

Only people who have their final destination as Houston, go out the doors downstairs in the international arrivals waiting area of Terminal E. Baggage claim and customs are downstairs, but passengers with a connection are directed to the right by signs and airport personnel to re-check bags and continue on to their next departure rather than going out the doors to the arrivals area. Because your wife had a connection, she should have stayed in the secure airside area where they re-check bags, then continue on upstairs (still airside) to departures or to catch the train/tram to a different terminal if needed. If you were already airside for the second leg of your trip, you as a domestic passenger wouldn't typically wander backwards downstairs (airside) into the customs area of international arrivals. I think waiting at the top sounds correct to me. Maybe she missed the instructions for connecting international passengers and went out in the lobby with the others whose final destination was Houston. I've always seen people standing in the hallway beyond customs, yelling out and motioning "Anybody with a connection, this way. If Houston is not your final destination, come this way to recheck your bags."
