The answer for most people's is "Yes." (If he/she is living in the country they're from. It would be the Embassy/Consulate's address where the interview will take place.)

Something to keep in mind though - the Example Letter of Intent here on VJ is showing you two examples in one. One example is for the first letter of intent (which is suggested to be submitted with the initial filing of the I-129f) and would go to USCIS and have the appropriate addressee in the letter. The other is for the interview stage (to be taken to the interview) which would have a different addressee on the letter. (If that makes sense.) :star:

Yeah i think you need to explain that one to me cause you got me on that one....

The Example:

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

(USCIS service center address)

OR when submitting for interview

United States Department of State

United States Consulate, [name of country where Embassy is located]

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The initial letters (2) (one for petitioner and one for beneficiary) for the initial I-129F filing, should have either the Vermont or California address (depending on where you are sending your file). Later, for the interview in the foreign country, it is suggested that you both write and sign letters identical to the first 2 sent with the initial filing. The only change would be a much more recent date (near the time of the interview), and these would now be addressed to the Consulate in the foreign country.
4 letters total. 1 from each of you both times.
07-17-2009 I-129F sent
07-22-2009 NOA1 date
07-24-2009 check cleared
07-30-2009 NOA1 received via snail mail
10-14-2009 NOA2 (we were around #187 on Igor's List)
12-30-2009 Interview in Madrid!
02-01-2010 Visa in Hand - finally!
03-08-2010 POE Orlando, FL
