I replied the below content in response to I-864, but I thought, posting here as a new topic may be helpful to some.

Yesterday, I have received the I-864 packet. It is the old one. However, the instructions say that it does not need to be notarized. I called NVC and the operator told me to leave the notarized space blank. She reminded me just to sign and date it. Plus the instructions also ask to submit the most recent year's tax return. I filled it out and mailed it out today to NVC, NH. I will be happy to answer any questions regarding I-864 packet. Below are the items that I sent:

1. Cover Letter (saying what are included in the packet)

2. I-864 without notarization (pages 1 thru 6)

3. Authorization for Release of Tax Information

4. Letter from the Human Resources (Verification of Employment)

5. Last three most recent pay stubs' photocopy (Only the most recent one is required)

6. IRS Tax Transcripts of last 3 years (Only the most recent one is required)

7. W-2s of last three years (not required, if not a joint return).

The envelope that the NVC provided has NVC Zip code as NH 03801-2901, but the instruction mentions it as NH 03801-2909. I asked NVC about the last 4-digit discrepancy. She said, it is not a problem, but she suggested me to use NH 03801-2909.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

I am getting a sinking feeling that I screwed-up my I-864 -- in the package which you got from NVC, did it ask you for the employment verification letter? I did not send that in and am wondering if I should get an employment verification letter and send it in.

2006-08-08: Packet 3 mailed out by consulate

2006-08-17: DS-230 Part I couriered to consulate

2006-08-23: Got interview date (email and telephone confirmation)

2006-08-28: Picked-up packet 4 from the consulate, counter 16 (between 2 PM and 3 PM)

2006-09-20: Interview Date (VISA Approved!!!)

2006-09-23: Picked up Passport with VISA from Blue Dot courier office (VFS did not hold it)

2006-09-27: Reached Home!!! (POE Chicago)

I-130 TRACK

2006-02-08: I-130 Sent

2006-02-27: NOA1

2006-05-03: NOA2 (Approved)

2006-06-12: Received and entered into NVC system

2006-07-08: Self Generated DS-3032 and sent to NVC

2006-07-08: Received I-864 bill from attorney

2006-07-11: Paid I-864 bill

2006-07-12: Received IV bill

2006-07-17: Receive I-864 package

2006-07-19: Send back I-864 package

2006-07-19: Pay IV bill (was out on vacation)

2006-07-31: Sent in self-generated DS-230 (after NVC was ready)

2006-08-03: Case being reviewed by NVC (per operator)

2006-09-12: Case sent to New Delhi Consulate

2006-10-04: Emailed Consulate and got Original Interview Date (10/20/06) posponed to April 2007

Employment verification letter is not necessary. If you provided the recent pay stubs, then it is fine. I included my employment verification letter, my HR has saved a copy for me, alll she did was print out a new one, sign and date it. The instructions say, one may send the employment verification letter. So it is not a requirement and you have no reason to panic. So you dont need you send anything unless they ask for.

Thanks -- I tell you -- this feels like water torture -- the rules of engagement are not entirely clear, compounded by the fact that every slip-up costs days and months of delay. I am glad that humans are equipped with a sense of humor and overseas calls are finally affordable :-).
