Why does the 2 year rule exist? Does anyone know?

This is just my theory--the two year rule exists because otherwise people could be petitioning for friends they haven't seen in years.

The assumption, I believe, is that genuine couples of a romantic nature wouldn't go two years without seeing each other.

I believe you have stated that correctly...I think it should be 1 year... But this is only my opinion based on your statement...

Sounds like you don't have much evidence of having a bonafide relationship for the interview anyway.

Best to make another trip. Take a LOT of pictures with you , her, her family and friends.

I have 2 more questions.

A. Is it hard to get hold of a Representative from USCIS? I call their national number and they didn't have an option of talking to a "real" person.

B. What other strong evidence can be provided beside a picture of me and her?

I still don't understand how a picture can be a prove of me meeting her. Its not that hard to photoshop a picture of us together. In my opinion, the best evidence is, I was in her country (which the passport and airplane ticket show). I know they have their laws, but I think they should look at each case differently. In my case: I met the person....got her phone number and email...talked to her for almost 1 year and half....got engaged...and now they want me to go back again (which is 16 hrs flying) and take a picture of me and her together and re-apply again.

They have software that can tell if a pic was photoshopped. a photo along with your flight stubs and passport stamps is enough evidence of meeting.. but it must be within 2 years of petioning. try emailing them.. calling can be an ordeal...

I have answers for both of your questions..

A. Call 800-375-5283 when prompted press 1 then 2 and you will get a live operator.

B. We held up a newspaper together with the date and I took the paper home with me and made a photo copy in color showing the date so they can clearly see it and submitted it with my application. I retained the newspaper and will take it to the interview if neccessary whenever that will be..
