You won't apply, your mother will have to apply for a Visitor's Visa. Find the website for the Pakistan US Embassy, they should have good instructions and the forms there.

You cannot apply for a visitor visa for someone else. A person who wants a visitor visa to the US must apply on his/her own at the US Embassy in his/her country.

Your mom must apply on her own at the US Embassy. She will need to show that she has strong ties to Pakistan that would overcome the presumption of illegal immigration. Go to the US Embassy in Pakistan's website on how she can apply for a visitor visa.
