Yes, very. They can go apply and if they can show strong ties to home they may be issued a visa.

There isn't anything that you can do to help the case. You can send them a wedding invitation to show as proof for their trip.

it all depends on the CO and as roger said the strong ties to the country... As I said in another topic, I had a former student that had VERY STRONG TIES to VN and they denied him just to deny him... and he was coming over for commencement ceremonies... half of his class got denied a tourist/visitor visa..

Incorrect. Age is NOT the decision maker for the CO. The person's asset in VN is. It's your burden to "convince" the interview CO that you have no interest whatsoever to stay in the US after your tourist Visa has expired, by showing your current asset in VN, ie. your own business, your personal properties, house, cars, significant bank accounts, etc. In any event, the reason for going to the States as you indicated, attending someone's wedding, considering Vietnam an extremely high immigration-related frauds, will result in an almost guaranteed denial for anyone requesting such tourist Visa.

While age is not THE factor, it has to be a major factor since the government profiles.

Now you have Departments of State and Homeland Security involved with immigration.
