maybe it's his country's connection, in my third-world country the phone connections are perfect.

Brazil is not a third world country

I found this poll difficult to answer because my feeling is yes, but in reality this is not always possible. I can't answer my phone while I'm teaching, so I set it on silent and check it during my breaks to see if the daycare has tried to contact me. Thankfully, this has never happened.

I agree. For example, when I went to my Infopass appointment and to the biometrics appointment, they didn't allow cell phones in there. Also, at some places, I put my phone on silent and it is far enough away such that I can't answer it (i.e. at church).

If on a cruise, I wouldn't keep my phone on.... not after seeing the phone bill's roaming charges after my last cruise.

Yes- unless it's impossible. Like if a parent is on a plane obviously they can't be reached. :P If at work, my husband can have his phone on but in meetings he puts it on silent and can't really answer. But I never leave him a voicemail if it's just to say hi or ask a not important question. If it's an emergency or important thing, I leave a voice mail which kinda lets him know he needs to get in touch as soon as he can. (that rarely happens) I always have my phone on (unless it's a restricted area). Same for him.

Married since 9-18-04(All K1 visa & GC details in timeline.)
