Hi does any body know where my fiancee can get her police certificate in Ukraine? what building or department? she lives in Kharkov.

Go to the main police office for the Kharkov Oblast. That is generally the office that issues them, if not, they will tell her where to go. She will need (or we did in Donetsk Oblast) 2 passport photos, her internal passport and her birth certificate. Generally it takes three weeks to receive and must be translated after you have received it.
