Hello, This is regarding LingChe NVC Shortcut.

I was using this guide and I found it to be amazing, I wouldn't be able to have so much control and confidence over my case without it. However, there's something highly important that this guide is missing and I think a moderator or senior member at VJ should add it to this guide.

the issue is with the IV fee. This fee becomes available to pay (once the DS3032 is entered) at the NVC payment website few days before the agent (petitioner) receives the fee bill by e-mail from the NVC. A lot of VJ's members had paid this bill before receiving the invoice by e-mail from NVC and have fallen in to a "black hole" for about 15 days.

I call NVC regarding this issue and their answer was that one is not supposed to pay anything without instructions from NVC. I think 10 to 15 days lost at NVC are unacceptable especially with the increasing rate of RFE that I have been seeing lately.

So Do not pay the IV Bill before receiving the invoice by e-mail from NCV. Wait for the invoice! then pay.

I assume you are talking about the guide located in the Wiki pages at VJ?

Is this the part you think should be corrected? Is this the kind of caution you mean? I noted in your other thread that someone said they never received an email, paid it anyway and it was fine. So maybe it would be better to advise that if you don't receive the bill in X number of days that you call NVC to confirm that it can now be paid?

You should keep checking the website in item #9 to find out when the IV Fee Bill is available online to be PAID

Once you have PAID the IV fee bill, in a couple of days it will post as PAID on the website.

Print the bar-coded sheet from the IV fee bill website and include in your IV package and overnight it to NVC.

If you are unable to pay your IV Fee Bill online, you will have to wait for the bill from NVC, and pay it via mail.

What is the X number of days? How long does it normally take to receive that email once the fee is available to be paid?

What is the X number of days? How long does it normally take to receive that email once the fee is available to be paid?

I think is a good idea, I have two cases at NVC (wife and baby) they made it to NVC with a difference in time of 10 days. So I compare each other.

the IV Bill was "invoiced" at the payment website on Dec 16th in the afternoon (6pm+) and I received the IV Bill e-mail on the 18th around 4:30pm.

The AVR message "IV Bill generation" was updated on the 21.

I paid it as soon as it was invoiced and had no problems. Payment was processed in 12 hours and by then the email was in my inbox already.

I paid as soon as it was available too....no problems as of yet. It shows paid. It did show up able to be paid about 2 days prior to actually getting the e-mail...i believe I noted that in my signature. I wish i was in the US so I could have already sent the stuff off to the NVC. I will be doing that next week though.

06 Dec 2012 Received 10 yr green card. Letter said it was approved 28 November 2012.

I DID THAT SAME THING(i read it here) DINT WAIT FOR THEIR E-MAIL AND WENT AHEAD AND PAID IT.. ITS BEEN 4 BUSINESS DAYS AND STILL SHOWS IN PROCESS, CALLED NVC THEY SAID IT WILL TAKE UP TO 5 BUSINESS DAYS.... hope it will be done soon...

A final word on when to pay your NVC bills,

"If you don't have a bill, don't pay a bill."

Sending money for a fee that hasn't been invoiced is like paying the cable bill for a house that hasn't been built.
