In Oct 2009 my fiance got the blue sheet that says administratively closed after 1 interview anyone else experience this and know what to do?

You aren't giving us a lot of information here.

When was this blue slip issued, at the interview or after submitting additional evidence/information?

What exactly did this blue slip say?

When was this blue slip issued, at the interview or after submitting additional evidence/information?

What exactly did this blue slip say?

she didn't know my physical address only mailing address

she didn't know my education level

she didn't know we have to get married within 90 days of entering US

photos submitted indicated a relationship of only 3 or 4 days and phone bills were not enough evidence of communication.

I submitted plane tickets from 3 visits to Vietnam in last 15 months, engagement ceremony etc.

after 1 interview she got blue sheet stating administratively closed because relationship appears to be a fraud this was given to her at end of interview.

If the case is returned to NVC you can attempt to have it reaffirmed and returned to HCMC. But it sounds like your fiancee did not know much about you and could not explain how your relationship developed.

You could go to VN again and marry her, but you will need to overcome the questions raised at the prior interview.

Not knowing how you met or were introduced, and what you submitted in the "etc" portion of your evidence it's hard to give an opinion on the strength of your case.

what is the wait time for me to hear from NVC? I sent my paperwork through with a lawyer in 7/08 visa petition was approved 1/09 and she went to interview 10/09. I didn't have any idea how difficult interview would be and my lawyer has given us zero advice just took my money to send in forms. She was asked appox. 30 questions most of which she got correct but some things she didn't know. We didn't know anything about this process and only went by website on usgov. to comply with guidelines.

You were ill prepared. In the case of Vietnam, you must be completely prepared on every level because they want to deny you. Visa fraud is widespread there.

You are going to have to start reading up on this website and learn the ropes and be patient because you have a long battle ahead of you. Good luck.

Something wrong with the picture that someone ill prepared for interview or don't interview well has their file closed, without much real chance of comeback. But it is what it is.
