How does the Pakistan consulate view arranged marriages, particularly where the girl's honor is at stake. If a girl's family does not allow direct interaction with her fiance, will the consulate take religious and cultural practices into consideration?

For the benefit of others, in Islam, a girl's reputation is to remain pure until she is married. No dating. In the K1 visa process, it's certainly not a sure bet that a visa will be granted so the girl's family may be a bit reluctant to allow full interaction, such as email, skype, chat etc. Communication between the fiance and fiancee is done second hand, through her family members. Photos together were not a problem, but did not show affection. Public displays of affection is not usually recommended. In short, if we do not have sufficient phone records, chats etc., will that be an issue during the interview?

Wouldn't the regional forum get the OP better input?

Cultural and religious customs are taken into account. That being said, they still want to see you two having a relationship; more than one visit together would be good (at the embassy stage- for the initial petition, one visit is enough), and you can also provide a letter explaining how you communicated through family. For example did you use three way calling with a family member as a "chaperone"? Maybe you could send eachother letters that a family member can read first to make sure they are acceptable?

Very interesting topic. I don't know the answer but I signed on to learn what VJ thinks.

Good luck.

Posting it in the Regional forum would provide useful information, yes, but it is best to try and keep actual immigration related topics in the related immigration forums instead of the Regional Forums so other individuals who, in the future, have similar questions may have a better chance of finding the information in the relevant immigration forum.
