It sounds like they are returning your petition to the USCIS. You did the right think by contacting your representative. Can I ask you what country you are from? I have an extremely hard time understanding your posts. So in turn I am worried that we are not going to be able to help you through this. There is a thread that is pinned at the top of this section concerning returned petitions. Perhaps you have a friends that is a little more proficient in the English language that can help you to understand in that thread.

The biggest thing you need to do is to figure out what went wrong and see if you can convince them to give him another chance to prove whatever they are doubting in your relationship. I can't say that I know for sure what went wrong, but from what little you told us I am wondering if it is because his English isn't very good. If the two of you share a language that you can communicate better with then I would certainly let them know. If there is something else that you think caused them to doubt your relationship then work on convincing them to let you prove it.

Once it as left the consulate you are in for a very long wait. I wish I had better news for you.
