If someone just became a US citizen and files an I 130 the next day why should USCIS want to do another FBI background check, Considering the fact that the person just went through the whole process only one or two months earlier???? Such a waste of time and resources, if u ask me.

Actually those I-130s are approved in less than 30 days in most cases. At least, according to some of the time-lines I've seen.

It's different if the naturalization took place a year ago and now you're filing the I-130.

03/27/2009: Engaged in Ithaca, New York.
08/17/2009: Wedding in Calcutta, India.
09/29/2009: I-130 NOA1
01/25/2010: I-130 NOA2
03/23/2010: Case completed.
05/12/2010: CR-1 interview at Mumbai, India.
05/20/2010: US Entry, Chicago.
03/01/2012: ROC NOA1.
03/26/2012: Biometrics completed.
12/07/2012: 10 year card production ordered.

09/25/2013: N-400 NOA1

10/16/2013: Biometrics completed

12/03/2013: Interview

12/20/2013: Oath ceremony

You are still with in time, I-130 can take up to 6 months or in some cases more. Every case is diffirent then other...

When did you become a USC?

In September 2009 and in filed on Oct 3rd

Does not matter when you became citizen, standard procedure, anything can appear on a person at anytime.
