Yesterday we spent 2 hours in another DPS office to do an address change. We moved to a new county so I changed my address online and they mailed me a new DL using the picture they had on file. His wouldn't go through online. Even though he had a license good until 2013 and had presented his green card to get it well after the new law went into effect, a non-US citizen must go in person to a DPS office just to change an address. They even took a new picture. That office was supposed to be faster because "it's new and nobody knows about it" I was told on the phone by our closest office. It wasn't really any farther to the "new" office. She (closest office) said they have a minimum of 3 hrs wait every day. I think I like my teeny tiny small town office we used to go to alot better than these urban offices.

We went to the dallas office and they would not issue a DL/ID.

No they won't (in TX) with just a K1 visa and a 90 day I-94. But when she gets an EAD card, it will prove a year's legal presence in the US and they will issue an ID or DL with that and it will expire in one year, the same as the EAD card. If you wait and go with a GC, then she will get a 6 year DL/ID.

Does she have a foreign license? Texas allows "visitors" to drive 1 year on a foreign license. I found that on the DPS website. However local law enforcement officers and state troopers will tell you that you have 30 days after moving to TX to get a TX driver's license. So if stopped, claim to be visiting. They don't get K1 visas or the intricacies of US immigration laws. I rationalize that until you have a green card and are declared a LPR, then you are sort of "visiting". However they would want to see an unexpired I-94. K1s fall in this immigration limbo that nobody understands. That's a good reason to get on with filing AOS.
