My wife just received her Green Card and wants to invite her 26 year old daughter over here on a Tourist Visa for about 2 weeks next June.

Is there any USCIS form for this or just an invitation letter from me ?

There is nothing that you or your wife can do to help her daughter get a tourist visa. Her daughter will have to apply on her own. A letter from you and your wife inviting her to visit and an offer to pay her ways may be useful. However, the US embassy/consulate has discretion to look beyond the letter or any assurance from you that the daughter will leave after her visit. Her daughter must overcome the presumption that she intends to illegally immigrate to the US. She must show strong ties to Russia that would strongly indicate that she will return. Nothing you can do about that.

No form for you to fill out. She just has to go to the interview with the appropriate visa applicaion.

When my fiancee got her B-2 visa (before we were engaged) I wrote a letter to the consul explaining that her visit was strictly for visitation purposes only, I listed where we would be staying and what we would be doing and that I would personally see to it that she would go to the airport and get on the plane. Zhanna (my fiancee) Also had a good job, her own apartment, car, and brought proof of ownership of all those things to the interview. She was also able to get a letter from her parents in Russia saying that she was expected to return back, as well as a letter from her employer stating the same. She also had with her an active bank acct statement that showed she had money in the bank. It's really about tryng to convince the CO that she will return, that she HAS to return.

If she has children or a husband in Russia this may be helpful to have a statement from him or proof that the child is hers and she will return.

The more evidence showing that she absolutly must return the better the chance of getting the visa. Although, I have heard that even with strong ties sometimes just because she is a young woman under 60 she is at a disadvantage.

It is the CO's position to believe that everyone applying for a visa is trying to immigrate to the US. She will have to convince him/her that she will not.
