As you said the best start will be to limit scope, I agree. I may start by limited the system to be used for action issues only. These represent a smaller fraction of all issues but are the most critical to receive and to take action on (closing the loop). I can grow it from there. Small steps adding and integrating layers in a controlled way (not a big bang which per your idea is the right approach).

I'd recommend limiting it to a non-visa forum to begin with. Off Topic is a good candidate because it will generate a lot of work thus allowing you to quickly identify and work through issues and establish your policies/processes. Also, Off Topic isn't important so mistakes are ok. You screw up on Off Topic, you have a gang of screaming clowns in your inbox but no real harm done.. no one's case is involved.

I had not planned to use it at all for "tier 1" reported threads for any forum. It will be mainly for account issues, site issues and for moderation appeals (or just general admin questions).

I mean only address moderator appeals for mod decisions made in OT as a pilot. Then, roll it out site-wide.

Sure. I can do that or even not at all (appeals via the system) at first. Regardless though they all need to be done (forums) for appeals. Whether OT or otherwise. Would be convenient to move all at once to the system. That may mean not doing that via the TT system at first (use contact form for now per the current method).
