Getting full custody in Russia

Timeline

My fiance lives in St. Petersburg. She has a son 14 months old. The father does not support or have anything to do with the child. She was not married to the father. He will not give permission for his son to move to the U.S.She has been told that in order for her to get full custody of her son. She must first file for support from the father. This is from friends not a lawyer. If the father does not pay then she can file for full custody. The judge is on vacation until september.

Does anyone have experience with child custody in Russia?

Ukraine requires a sign-off from the father, Russia does not. But don't take mine,(or any layman's word for it...laws change all the time), consult with an immigration attorney, who is familiar with Eastern Europe.

I thought someone on here was saying something about a sign-off from the other parent, even for Russia. The other parent simply signs away their custodial rights, and that's it.

It would be wise for her to call the embassy and see exactly what is required. They could probably better help her than a judge that is on vacation till September. (I know what my new job is gonna be. Must be nice to take vacation for several months at a time!)
