how does one become eligible for greencard lottery?

I assume you mean the diversity visa lottery. For one, you must be from a country with a "low immigration" rate. Please see http://travel.state.gov/visa/immigrants/ty...types_1322.html for more info.

Moving from AOS from work, student, and tourist visas to General Immigration.

K1: 01/15/2009 (mailed I-129F) - 06/23/2009 (visa received)

AOS: 08/08/2009 (mailed I-485, I-765, & I-131) - 10/29/2009 (received GC)

I've always wondered why does the USA have the green card loteery when they have such strong immigration laws now?

I think it's because, despite the laws (which some would argue are anything but great), the legislators have decided to give some people the chance to bypass all of the obstacles and win residency. It's really a fantastic opportunity for those fortunate enough to be chosen. I am sorry you missed this year's cut-off, but that just means you will be perfectly prepared for next year!

Because it is IMPOSSIBLE for regular folks to immigrate, so the lottery gives them a chance to a Green Card. Just like winning the lottery.
