Passport issuance problems in Philippines

My wife has all her civil documents ready for me to send to the NVC here in the states. All I need to complete the documentyation package is the bigraphic page of her passport. We have given that office all the necessary paperwork. They accepted it and commenced to process her passport. By a slip of the tongue she said the wrong birthday for herself. They made her pay a lawyer to prepare a waiver for her to overcome that slight problem. Now it has been almost three months and still no visa sent to her home. It was supposed to be delivered to her home ages ago. They are very vague about what the problem might be. After submitting all the papers they said it was all in order. Any help with this situation?
