China urges EU to cut more carbon

China and the European Union (EU) called on each to commit to deeper carbon reduction targets yesterday as political fervor builds up days ahead the United Nations climate change conference in Copenhagen.

Premier Wen Jiabao and European Commission President Jose Manuel Barroso separately announced increased cooperation in battling global warming at the 12th China-EU Summit in Nanjing, capital of East China's Jiangsu province.

China needs to invest "tremendous efforts" to reduce carbon intensity by 40-45 percent by 2020, Wen said, while also urging the EU to show more political will on the global warming front.

"(China's) promise on emissions targets is a serious and solemn one," Wen said at a press conference. "We will take actions and deliver substantial results."

As part of last-ditch efforts to ensure a successful Copenhagen conference, Wen also urged the EU to support calls from developing countries for funds and green technology.

Wen will lead a government delegation at the conference but his schedule is unknown.

In the run-up to the two-week Copenhagen summit that starts on Dec 7, China announced last week that it would curb emissions per unit of gross domestic product by between 40 and 45 percent by 2020 from the 2005 levels. The EU has committed to cutting greenhouse gas emissions by 20 percent by 2020 from the 1990 level, or 30 percent if the United States takes deeper action.

The US has announced that it will cut its carbon dioxide emissions by 17 percent by 2020 from its 2005 level.

Barroso reiterated his call for more substantial emissions reduction commitments from China, the world's leading emitter of heat-trapping greenhouse gas emissions, before next week's climate change talks.

"We cannot negotiate with the reality of climate change," Barroso said. "We are asking all sides to do everything they can to contribute to a comprehensive and global agreement."

Recent pledges on reducing carbon emissions by both China and the US, which together emit about 40 percent of the world's greenhouse gases, were welcome but inadequate, Barroso said.

The premier emphasized China's status as a developing country.

"We are now in a key process of industrialization and urbanization. Both our historical accumulation of carbon dioxide emissions and carbon dioxide emissions per capita are far below developed countries."

i see you have changed your avatar again, oh great confused and ashamed one. how dare you take upon yourself the image of the panda. everybody know i am the panda, because i am white and covered in hair, a rare creature in china, look almost like a chinese (the only true kind of human), but can't speak the language well.

a little story for you from what i have seen, and what i know about thru my business:

in 1995 the united nations passed a resolution that allows UN funding (American tax dollars) to be spent in china on the development of environmentally friendly pollution controlled electricity generating equipment (powerplants). this, with the stipulation that such plants must include flue gas de-sulphurising equipment (FGD). this equipment injects pulverised limestone into flue gasses generated by the burning of coal to produce steam, from which electricity is generated thru turbines.

when the limestone powder is injected into the gas stream it combines with free hydrogen sulfide, to force the hydrogen sulfide into conversion to calcium sulphate. this action prevents the hydrogen sulfide from going up into the atmosphere and combining with water vapour to form H2SO4 (sulfuric acid), which falls as "acid rain". in theory it works well. in truth, it only works if you actually turn the FGD system on.

i have been in dozens of power plants in china that are equipped with FGD equipment, and that were built with American tax dollars thru UN funding. china didn't pay for these power plants. American people did. in no case did i see the FGD equipment actually running. when i asked why it was not being used, i was told that calcium sulfide is not a useful product, therefore, it's production was considered an unnecessary expense.

i was told that some south china power plants had sold it to drywall manufacturers, which used it for several years in making sheetrock to export to America. this, of course, ended when it was noted that the calcium sulphate in the sheetrock was spontaneously generating sulphuric acid in areas of high humidity and temperature, such as the southern coastal states and gulf states. the sulphuric acid released destroyed the galvanised steel strapping used in modern construction for beam and joist seats and hurricane anchors, causing many homes to be condemned.

the point i am making is that china's power generators do not use environmental impact control, even when America pays for it's installation. it just costs more than chinese businessmen are willing to pay. when they do, they use it in ways that have catastrophic impact upon other persons, because they don't care to spend the money testing the result of the use.

as a result, the only trees that can survive in much of china are sycamores and confiers, which are resistant to acid rain. the only fish that can live in many of it's rivers are catfish, which are resistant to acid polluted waters. the old men who stand waist deep in the luo river can remember in their youth catching many kinds of fish that were of high quality. today all they catch are bones and mud.

china is a country of wonderful people, with very bad leadership. it is a country in which you are well cared for in the family, as i am by my chinese family. it is a country in which you are ignored by anyone who is not in your family or your close friend, because their own needs are so great. this is the cost of mao's plan to industrialise china rapidly. all concern for the people has been sacrificed.

you should choose better avatars. those you have used to date have hidden not only your face, but even their own. you should not live in such shame as to hide your face. your mother would be angry with you if she knew you were afraid to show it. do not dissapoint her. you are her only hope. you are her huang di.

many days i walked to lunch in luoyang holding the hand of my business partner and close friend, a shandongnese of my age and station. this is the custom of mature men who are very close in traditional china. perhaps someday you will release the anger you are holding, and will take my hand?

BEIJING – China accused developed countries Tuesday of backsliding on what it said were their obligations to fight climate change and warned that the U.N. climate talks in Copenhagen had entered a critical stage.

In sharp comments made as the atmosphere at the U.N. climate conference in Copenhagen grows more divisive, Foreign Ministry spokeswoman Jiang Yu said there had been "some regression" on the part of developed countries on their position regarding financial support.

The change in their position "will hamper the Copenhagen conference," Jiang told a regular news conference in Beijing.

China and the United States — the world's top two carbon polluters — have been at odds in Copenhagen.

In Beijing's view, the U.S. and other rich nations have a heavy historical responsibility to cut emissions, and any climate deal should take into account a country's development level.

China, the world's largest polluter, is grouped with the developing nations at the talks. But the U.S. doesn't consider China one of the neediest countries when it comes to giving those nations financial aid.

"We still maintain that developed countries have the obligation to provide financial support," Jiang said, adding that it was "the key condition for the success of the Copenhagen conference."

The talks were suspended for most of Monday's session — a sign of the developing nations' deep distrust of the promises by industrial countries to cut greenhouse gas emissions.

There are only days left before the conference closes Friday, and the wrangle over emission reductions froze a timetable for government ministers to negotiate a host of complex issues. Though procedural in nature, the Africa-led suspension went to the core of suspicions by poor countries that wealthier ones were trying to soften their commitments and evade penalties for missing their targets.

Talks were halted most of the day, resuming only after conference president Connie Hedegaard of Denmark assured developing countries she was not trying to kill the Kyoto Protocol, the 1997 document that requires industrial nations to cut emissions and imposes penalties if they fail to do so. Kyoto makes no demands on developing countries.

President Barack Obama, Chinese Prime Minister Wen Jiabao and more than 110 other world leaders are scheduled to arrive in Copenhagen in the next several days to cap two years of negotiations on an agreement to succeed Kyoto.
