I have seen several inquiries in different fora asking how long it takes to get a police clearance from Hong Kong. This may help answer that question.

My fiancee sent all required documents from Manila to HK by DHL overnight on Oct. 19. Make sure you send all required documents, since if you don't, it will hold up the process. To find out what documents are required, go to www.police.gov.hk/hkp-home/english/forms/cncc/cncc-overseas.htm

We verified with DHL that the package was received in HK on October 20. I then made several calls to HK to inquire as to status. The phone number to call is +852 2860 6558 (this is the direct number for the department that does the clerances, not the general number for the HK police). They speak English, but I suggest that you speak slowly, because English is not their first language, and sometimes I had to repeat myself, and sometimes I had to ask them to repeat themselves. They were always courteous, though, if a little business-like. During your initial call(s), you will need to provide the full name of the visa applicant, PLUS their passport number.

My understanding, sort of a guess, is that the package initially goes into a pile somewhere waiting for someone to log it in.

In our case, the request for clearance was finally logged in by HK police Dept into their computer system on November 4. At that point, the HK police assign a "reference number" to the request, and from then on when you call you should use the reference number, since it makes it a lot easier for them to look up your file.

They issued the clearance on November 23, so a little over a month after we sent it. This is a little longer than the "four week" processing time noted on the HK police website, but fortunately it's only a little bit longer. I did a search on Google or Yahoo and discovered that it takes 2-3 days for mail to get to Manila from HK, and perhaps requires a couple of days processing time before it gets from the Post Office in Manila to the USE. So assume 5-6 days or so. I am not 100% sure since we're still in that part of the process, and the USE in Manila doesn't have it yet (as of Nov. 25)

I called the USE in Manila, and they said that they will log the Police Clearance into their system soon after receipt. My fiancee already had her interview, and the officer said her visa application was approved, subject to providing the clearance, and that the visa would be issued after the USE received the clearance. When I called today, the USE told me that she does not need to interview again, but that a consular officer needs to look over the clearance (once it's received and logged into their system) to make sure it's okay. Then the officer should, in theory, issue her visa. Hopefully this will not take more than a few days, but the USE representative declined to give me a time estimate.

Good luck to everyone going through a similar process.
