Is a Blue Slip considered a denial if they are requesting more information?

If it is a denial, will I receive a letter (it's been 28 days and I have not received any thing)?

Do I need to send in an appeal with in 30-days?

The color of the paper isn't nearly as important and what is written/noted on it. The answer to your question is in the wording of the notice. What does it say, exactly?

A BLUE SLIP doesn't have meaning. Is it an RFE? Request for more information? A denial? Please be more specific.

It is a request for more evidence to be submitted.

ON THE PAPER itself, is a list of things that are 'ticked off' -

The IV Unit waits until the evidence is submitted. In most cases, the Beneficiary can submit - otherwise the Petitioner must do.

Give them what they ask for - supply cover letters for EACH THING, explain EACH THING in EACH cover letter.

I could have given them everything they asked for the following week but one item. They asked for 4506 tax form, from my co-sponsor (which are "certified" tax forms for the past 3-years) and these forms take 60-days to get from the IRS.

Do you know how long thy will hold my documents? The IRS stated it would take 60-days.

Also, since they are asking for more information do I need to file an extension, we are now 240 something days into to this process?

Okay, I understand that it is not a denial now, thanks.

Here is another question for you: I qualified NVC without having a job and without a co-sponsor (I just relocated to a new state and I own rental property) and the only reason I added a co-sponsor was that I was concerned about this for the interview. I asked my lawyer and they said it might be a good idea to add a co-sponsor, which I did. My co-sponsor more than qualified made over 60,000 last year, has property, and owns a 300,000 home. At the intrview I had my co-sponsor's 2008 taxes and on the BLUE SLIP they are asking for 3-years "certified" tax forms (4506 form) from my co-sponsor which takes 60-days to receive from the IRS. Would you happen to know why they are asking for this?

mmarc - no need to file extension at GUZ - they keep the casefile open until it's final adjudication.

Don't sweat the timelag - you think you got problems? DNA tests can take 4 to 5 months.

4506 is the tax transcript. It doesn't take 60 days to get that. You can in fact go to your local IRS office and it's free.

4506 is the tax transcript. It doesn't take 60 days to get that. You can in fact go to your local IRS office and it's free.

A 4506 is actually a request for a copy of a tax return. See here.. http://www.irs.gov/pub/irs-pdf/f4506.pdf

To the OP, don't put words in the Consulate's mouth or try to interpret. Again, what is it exactly that they requested in writing? It's critical that you answer this question or we are taking shots in the dark with our responses.

I just got my tax statements from IRS last week. I called on Tuesday and got them on Saturday in the regular mail and yes they are free

The 4506 is a request for "CERTIFIED" tax forms for the IRS. The process in the United States takes 60-days ( I went to the IRS office). You can get "transcripts" at the IRS office on the same day you visit them but the BLUE SLIP request from the embassy is asking for "CERTIFIED" copies. I tried everything to get them to expedite the process but left empty handed (60-days).

Please remember that "transcripts" and "Certified Copies" are two different items and if you get them wrong, you will be waiting even longer.

Without the exact wording of the request, you must rely on your own interpretation of the blue slip. Anything you get from us is still a shot in the dark without that wording. We would need at least the full in context sentence or preferrably the applicable paragraph. Even then you may need to seek clarification, since the 4506 is NOT a request for "certified" copies of a tax return, at least not by title. It's title is, "Form 4506, Request for Copy of Tax Return" and even suggests other sources of copies or transcripts instead. At the very least, I would provide the transcript in addition to any "copy" you are able to obtain.
