who will mail form ds3032

Hi guys I have question regarding mailing forms, who will mail which form for NVC(beneficiary or petitioner). So pls someone can clarify this. Thanks a lot.

The DS-230, with supporting documents, is completed by the beneficiary.

As to who actually mails it? Either the petitioner or beneficiary can mail it. My USC husband mailed mine.
