And all she got was the letter? It says at the top 'your petition is being returned to you....' Something's a little off here.

Is it possible the MO was lost/ fell out/ wasn't included when she thought it was? Makes no sense that they haven't returned the entire package.

Exactly what I said. her petition was returned to her...read that? It also indicates an "initial review" which all petitions receive and are returned if the payment is not included or the payment is not correct. if payment was enclosed, they returned that also. If payment was not enclosed, that would explain it also.

She did not include the payment. Ask her for a copy of the MO stub.
