White House to Begin Push on Immigration Overhaul in 2010

By JULIA PRESTON

Published: November 13, 2009

The Obama administration will insist on measures to give legal status to an estimated 12 million illegal immigrants as it pushes early next year for legislation to overhaul the immigration system, Homeland Security Secretary Janet Napolitano said on Friday.

In an address at the Center for American Progress, a liberal policy group in Washington, Ms. Napolitano sought to dispel any notion that the administration — with health care, energy and other major issues crowding its agenda — might postpone the most contentious piece of an immigration overhaul until after midterm elections next November.

Laying out the administration’s bottom line, she said it will argue for a “three-legged stool” that includes enacting tougher enforcement laws against illegal immigrants and the people who hire them, and streamlining the system for legal immigration, but also what she called a “tough and fair pathway to earned legal status.”

With unemployment surging over 10 percent and Congress wrestling with health care, advocates on all sides of the immigration debate had started to doubt that President Obama would keep to his pledge to take on the divisive issue of illegal immigration in the first months of 2010.

Congress should be ready to move forward on immigration, Ms. Napolitano said, because the administration had made a “fundamental change” in security at the border and in cracking down on employers hiring illegal immigrants. She said that the Border Patrol had increased its forces by more than 20,000 officers, and that more than 600 miles of border fence had been completed, both milestones set by Congress.

“Let me emphasize this,” she said. “We will never have fully effective law enforcement or national security as long as so many millions remain in the shadows.”

Under the administration’s plan, illegal immigrants would have to register, pay fines and all taxes they owe, pass a criminal background check and learn English.

Ms. Napolitano has been leading the administration’s efforts to gather support for the immigration overhaul, meeting in recent weeks with business leaders, faith groups, law-enforcement officials and other groups to gauge their support for the effort.

That sez it all. After 7 previous illegal alien amnesties already that do nothing but encourage more illegal aliens...where is the "change" Obama promised. Sounds like the same-o-###### to me. With 10.2% official unemployment (real unemployment/underemployment 18%) amnesty should never happen. The American people will not stand for it.

What we need for real immigration reform is nationwide mandatory E-Verify. The rest will take care of itself.

"Credibility in immigration policy can be summed up in one sentence: Those who should get in, get in; those who should be kept out, are kept out; and those who should not be here will be required to leave."

"...for the system to be credible, people actually have to be deported at the end of the process."

Amen. It's so simple, why is it avoided like the plague?

Because these politicians do what is best for themselves and their party(s) rather than what is best for the American people. Cheap votes or cheap labor...what does that do for most Americans?

First thing will be to raise USCIS fees 30-50% across the board. It is already being planned for and budgeted.

I wonder how many people are actually going to pay fines and back taxes. I honestly doubt most could do it even if they wanted to. If these are the stipulations I doubt the amnesty would go that far.

There have already been 7 other illegal alien amnesties since 1986. Why should there be any more? How about enforcing existing law for a change? I thought Obama was for "change"? He's full of sh!t just like all the other politicians. He's a party hack that feathers his own nest and that of his party. No different than the Republicans. Just the flip side of the same coin.

We'll see next year, apparently. Maybe if ICE was going to be stepping up deportations, then the flipside would be that illegals would be given the choice to take the amnesty, but at a cost.

It would be pragmatic... but deportations would have to be stepped up.

There... all said without the need for any blood pressure pills.

the bush backed plan was:

register

pay the fine

pay the back taxes

go back to mexico

wait in line for a visa

no problems with that one for me, as long as there was only 3 visas available per year...

HAL ~ True... because if they didn't step up deportations, it would be pointless.

It would make sense... from an amnesty point of view... it would still mean deportation of criminal illegals after the punishment phase was done, yadda yadda yadda.

But others will have foaming mouths... so it wouldn't be good enough for them. They will want blood.

We need to deport the criminals and E-Verify will take care of the rest. There have already been 7 other illegal alien amnesties encompassing millions of illegal aliens. We can already see the result of that misbegotten policy. Millions more. It is insanity to give 12-20 million illegal aliens Green Cards. And then these millions can chain migrate millions of their relatives here to the USA. This does nothing good for the vast majority of common Americans. In fact, it harms them. It is a race to the bottom. The benefit to the country and the vast majority of citizens are last when it comes to maintaining this insane policy. Amnesty and making chain migration easier is the cornerstone of Obama's so called immigration reform.

What is not told is that 12-20 million all get Green Cards in the mass amnesty. Whether they can meet requirements for citizenship does not matter.

The American people never bought in to millions upon millions of illegal aliens on top of millions upon millions of legal immigrants when 1965 immigration policy was formulated. We were lied to enough is enough. No more amnesties and real immigration reform is what is needed. Not bullshit.

I wish everything in life was just as black and white as you put it. E-Verify and deport that's the way to fix it all? Seriously is that all there is too it. So you'd support the idea of us all paying god knows how much more in taxes to basically raise an army to carry out a mass forced moment of millions of people over a line on a map or back on a plane/boat? Think about the logistics in it the time, money the overtime involved for those working such a system. Think about all the old people being moved, children, people getting sick needing treatment the violence and chaos created! What about the families that have US born children what about them? Split them up send them all back? Ok so once they are out.. what then? Just build a big wall and that'll keep the out? Put snipers on the wall and mines on the ground?

I'd rather open up an option for those that are undocumented to gain lawful status. Allowing those that are living in the shadows and being exploited daily in many cases. There are many companies here using "disposable workers" every day those companies have nothing to fear from using undocumented workers and everything to gain. I say bring the undocumented into the mainstream if they pass criminal checks and are of decent charter let them get jobs and start paying taxes like the rest of us. Instead of pissing away billions and billions more money we don't have (maybe china will lend us some more?) anymore forcing in many cases good hard working people out.

It's already happening around here without an army to do it. A detention facility opened for illegal immigrants arrested on various charges and awaiting deportation. Many of the Hispanic businesses are dying off and there were layoffs in businesses that didn't many questions. Without the ability to get a job, illegal immigrants don't have much of a reason to come here.

Your solution has been tried before and it has failed so badly that few are willing to back blanket amnesty programs. The only reason to do it is get the "right" kind of people as new voters so they can vote in more immigrants.
