Hi!

I am still waiting on my NOA2 but Im trying to get whatever I can ready for Packet 3 now.

I live in Canada but need an Australian Police certificate since I spent over a year there a few years ago.

I know it can take a few weeks to get, so I was wondering if I could request it now or if I have to wait to get my NOA2 or a request letter from the consulate.

Ive seen a lot of people wait up to 4 months to get an appointment at the Montreal consulate, so Im really hoping to be able to send my P3 as soon as possible.

You can request it right now, it shouldn't be a problem, the police certificate, in terms of the Montreal consulate, is good for a year. You don't need an NOA2 to request it, anyone can request one.

Another question...

I never had an Aussie driver's licence. They'll take other acceptable identification, eg a copy of my passport. Will the bio pages of my Canadian passport suffice? (pp. 2-3). Or should I photocopy the whole thing?

I requested the Australian Police Certificate back in 2008. All I needed to send them was the money order in Australian Dollars, the application forms, my fingerprints card from the local police here, my passport bio page and a self addressed envelope. Took two weeks from the day I sent and to the day I received the police clearance from them.
