I am not sure about faster but the country can certainly make the process slower... for example, siblings from the PI must wait about 22 years...

No one can make the process go faster. When a USC petitions for a sibling, it is classified in the F4 family preference category. There are 5 subcategories within the F4; mainland China, Mexico, the Philippines, India and everywhere else. How soon a visa becomes available depends on those subcategories. Subcategories goes by the beneficiary's birth country.
