Need help in Form I-290B

November 8th 2009 , I received Notice of decision from USCIS said that on August 19 2009 they issued a request for evidence, because the 30 days time period has elapsed , they did not receive any response from me, so they send this letter is considered abandoned. and they denied the petition.

I did not recived any letter from USCIS , thats why I did not submit what document their requested for! In this case , what can I do ? If I file I-290B , any one here did it before? Please help. Thank you
