It's because they are seen as localize criminal acts and not terrorist acts which would be in the greater publics interest since we are at war with them. Terrorist acts these days have some form of political motivation behind them although the lines get blurred when acts such as these occur in governments that are run religiously so the reason could be political/religious motivation. Although in my political science classes they would say that no one knows whose going to be a terrorist. There is no pattern to what makes one a terrorist except for that they happen in urban environments versus militants or guerrillas which happen in more rural environments.

Possibly poor composition on the reporter. "A man is facing charges after forgetting to roll down his car window during a drive-by..." could've been better written.
