You can pay for 1st class plane tickets, so why not for expedited processing?

Good idea or no? I think they should have 3 different offices to handle visa applications: One for those that paid more for expedited processing, one for processing the straight-forward applications with little to no red-flags and one to handle the harder cases with tons of red flags.

Nope, one fee, one system, one equal dose of patience required. The actual initial process isn't where applications get held up. It's more often the NVC or USEM stage.

If you wanted to make it 'fairer' to people who get informed about the process and submit the necessary docs in the required manner you would have a 'troubleshooting' department rather than a file remaining within an official's 'caseload'. So, initial assessment turns up a problem? Forward the file to the troubleshooting department and move on to the next application. This would allow the official to keep his caseload moving quickly, as he wouldn't have to stop processing the no problem applications in order to return to a problem application when a response to an RFE comes in.

Similar to your system, but you've not considered who assesses the applications in the first place (and not expedite branch!)

Timeline: 13 month long journey from filing to visa in hand

If you were lucky and got an approval and reunion with your loved one rather quickly; Please refrain from telling people who waited 6+ months just to get out of a service center to "chill out" or to "stop whining" It's insensitive,and unecessary. Once you walk a mile in their shoes you will understand and be heard.

But then the people who happened to be held up for something insignificant would have to wait behind those who are held up with a criminal record and 2 or 3 previous visa apps...personally, I just don't know why they can't work quicker, or hire more people to do it. They pretty much doubled the fees in 2007 - what did that HUGE increase go to??

Either way, don't allow those with a financial advantage to be together quicker - let them be satisfied with better (expensive) food on better (expensive) plates at their wedding!

Covering their huge budget deficit! The USCIS has to be self-supporting, namely they are a government agency with no funding. In and of itself screwy logic, but hey ho... They're already in debt and proposing raising fees again. There was a thread referencing an article discussing just this somewhere on VJ today.

I'd support, if possible, an option for paying a fee to ensure that your petition is handled within a certain time. Not an "ahead of everyone else" fee, but a "we'll have it done no later than this date" fee. I'd certainly have used that during my application.

It truly must be with the help of divine intervention that after entering into this well-defined bureaucratic process, we were blessed with the expected outcome within the predefined timeline. Praise deities!

If two applications/petitions are submitted at the same time and one has that guarantee and the other does not.... then that is effectively putting one ahead of the other.

You can get expeditied processing now for free.

Merely join the military and get sent to the front lines. Expedited, no problem.

But if one must pay, then I say 10X the normal amount.

And if an petition is deemed to be RFE-free, then is has just been reviewed and virtually all are approved and moved forward.

It's obvious you have no clue as to the process.
