I visited Singapore 3 years ago for 1 week for New years. Do you think I need a Police clearance certificate from Singapore? I read that you need police clearances you resided in countries for more than 6 months after turning 16. Am I correct ?

You do not need police reports for places you 'visit'...only places you resided in for more than 180 days.

If this were the case, it would have taken me years to get clearances from all over the world! lol... :)

ps. I assume you did not get into any trouble with the law or arrested while there? if so, scratch what I said, as you would need to substantiate your criminal record.
