If we go past are 5 mo processing time will calling are congress man help speed things up?

It will add a "Congressional Inquiry" to your case.

Typically, it is supposed to get them to act, cause they know that someone is watching now.

It is dependent upon where your case is in the process, ie. if it is still in background check, they will let you know.

It will also get you a clear update as to where you are in the case and when to expect resolution and when to inquire again if you dont get a noa2.

Not necessarily, no; there's no magic "5-months, call a Representative" rule/bullet. You are (as a Citizen) free to ask for help (for them to make an inquiry) but they can not speed things up (make them put you ahead of anyone else) - if there is a problem with your case, they may be able to assist.

Here's what I suggest - Go into Add/Edit My Timeline (by clicking My Assistant>>Add/Edit Timeline), Create a timeline using all your dates. This will not only help you, it will help others answer your questions better.

Congressmen by law are unable to have any effect on USCIS cases. It is part of the Homeland Security apparatus and is immune from political pressures of any kind, for good reason. If you can get through to a live USCIS officer, you can get your question answered on the phone.
