NVC is asking me for mine and my father's birth certificates-originals...they are in Moscow, with my parents. I have done everything I can...letters of explanations, certified translations...you name it. But DHLing the documents is out of the question because it is illegal to send documents establishing identity out of Russia, so the only way is if someone brings them...no one we know is flying anytime soon...

Pardon my naive question, but does FEDEX or UPS have the same restrictions? I've not heard of NVC STOPPING a K-1 petition (which you have pegged in yer profile ) .. Ya, I know - it's for an I-130 that you've got in the works, but ...

Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

My Alla's very good friend Evgenia is flying to Atlanta on Nov 7. She could bring it there and then send it on.

Or my Alla will be coming here on Dec 5 (assuming visa approval on Nov 20).

We should be able to get this done. Evgenia speaks good English and I can email her and see if she is up to this.

PM me. Phil

Remind me again why your parents can't just take them to the embassy in Moscow?

I realize you're only in the NVC stage, but can't your parents present them to the embassy and either ship them via APO to NVC or have someone at the embassy "certify" to NVC that they've witnessed them?

There's gotta be a way to get this done. Surely you're not the first person to go through this.

Birth certificates do not establish identity, at least not in the USA, maybe Russia says otherwise.

Go to DHL or Fedex and send them. Problem solved. Just do it.

Hi, from what I understand this is not a DHL restriction but rather Russia's. The packages get checked at customs, documents get taken out and they slap you with something like a $400 fine per document.

Yes, I have that K-1 thing in my profile-I cant figure out how to change it to I-130...maybe because my two year old was sitting on top of my head when i tried :-)

Well, this is exactly what I am trying to tell NVC. That my parents will have the originals at the interview. NVC and I have been going back and fourth on this for over two months. First they told me ok, then asked for them again. I would "resolve" the situation by talking to supervisors, all would seem good, then Id get RFE's for the birth certificates again. This happened probably 10 times now and I am tired of it. I just want this to be over, to wake up and go to bed without NVC being on my mind. And yes, surely Im not the first person to go through this-however, nothing positive can be derived from that at this point. Because the two certificates in question are from places that were formerly Russia and are now their own countries, NVC is saying that the exeption for original Russian documents does not apply here. Me trying to tell them it does not matter, since documents are being sent from Russia is not helping-they are like a broken record.

If it were that easy, it would have been done now. DHL came to my parents house to pick up the package and did not want to take the birth certificates. The guy was very nice and told my mom that even if they did not declare the certificates in the contents, that it would be checked at customs and taken out. He said it happens all the time. And yes, in Russia the birth certificate establishes identity.

Is there any way to talk to someone at the embassy directly? Set up an interview through them and then have them backdate an NVC case?
