Can applicants sign and date ds230 and send the form to the petitioner before the petitioner pays the IV bill or before the IV bill is invoiced?

This is to save time so that the petitioner can mail out the package right after the IV bill is paid.

Your plan is not going to work. In order to submit the DS-230, the applicant will need to also submit a police certificate. Vietnam will not issue a police certificate without the IV bill. So you will need the IV bill before you can go to the next step.

Police certficate is issued by So Tu Phap? If so, my parents applied and will pick it up next week even though I don't have the IV bill yet.

A friend will come back to the US right after my parents pick up the certificate. I plan to have them sign the ds230 & have the friend bring the whole package back.

Cool. The VN authorities would not issue police certificates to my brother and his family without the IV bill. Maybe it is different in each province.

I don't think there would be any problems with preparing the DS-230 early for your parents given that it usually takes less than a year to petition for a parent. I would post date the DS-230 to prevent the NVC from considering the information to be out-dated. This may occur if the DS-230 is 6 months old for example. I don't know the NVC's policy on this.

This is what I did after getting the IV bill and paying it online. Filled out the DS-230s based on a phone conversation with my brother. E-mailed them to him in Vietnam. He printed them out, had his family signed them, and he then sent the signed DS-230s to me with all the supporting documents via Vietnam Post Priority Mail (equivalent to USPS Priority Mail). Got it less than a week later.

I will post date the forms. I submitted the ds3032 and am waiting for the IV bill. I filled out the ds230 & emailed it to my parents. Just want to take advantage of the friend to bring the paperwork back.
