There should be mandatory "education" classes for the petitioning USC. Teach them what to look for, how to judge when a relationship is experiencing genuine communication difficulties versus evasive potentially fraudulent behaviour. Cultural diversity could be covered, as well as teaching them how to integrate their foreign spouse into the medical/legal/employment arenas.

Basically, teaching them to weed out the problems before they get to USCIS.

That way, perhaps the fees for high AND low fraud countries could be reduced. :)
