G-325 Tax Question

I have asked this several times but never had an answer and can't find the original thread. In 2006 I was a student so I did not final taxes - this is apparently in the tax law and I should cite it as the reason for not filing in 2006 but I did file in 2007 and 2008. In my cover letter I should make mention of this tax law, could someone show me the tax law so I can cite it?

05/2009 - Filed I-130 at London USCIS

05/2009 - Received NOA1

05/2009 - Received letter requesting further information

06/2009 - Sent further information to London USCIS

07/2009 - Received NOA2

10/2009 - Sent DS-2001 Checklist

11/2009 - Medical Exam

12/2009 - Interview - Approved!

I didn't file taxes in 2007 because I too was a student so I just wrote a supplemental letter and attached it at the end of the G-325A. Mine said something like this:

To Whom It May Concern:

I, NAME, was not required to file taxes for tax year 2007 due to the following reasons:

- My total gross income was $INCOME

- My filing status was ‘single’

- I had no federal income tax withheld

- No one claimed me as a dependent

Thank you very much for your patience and understanding.

You can also use this link http://www.irs.gov/individuals/article/0,,id=96623,00.html as a reference to give you your individual reasons (i.e. filing status, AGI, etc).

I didn't work during the year so didn't file tax return for 2006.
