The DFA rejected my fiancee's passport application for the 2nd time now, this time because she didn't have an "old" form of ID! :( I have a feeling her difficulties might be due in part to the fact that her birth certificate was late registered. She was rejected the 1st time because postal IDs are no longer accepted as a form of ID, so our main priority for the 2nd attempt was to get a valid ID. For her 2nd try, she was able to get a new copy of her school ID, but that apparently wasn't good enough. To be honest, neither of us expected that she would need an "old" ID!

Here's the problem -- my fiancee lost her ONLY "old" ID, which was her school ID, and as far as we can tell, doesn't have any other old identifying documents! She doesn't have an old school transcript (or school form 137), and she never bought a school yearbook! So how can she obtain an "old" form of ID if she doesn't have any?

Since my fiancee comes from a simple background in the province of Samar, she doesn't qualify for most of the suggested forms of ID or supporting documents, such as a Marriage Contract, PRC/IBC ID, Land Title, Government Service Record, Seaman's Book, or Income Tax Return, and stands little chance of getting a Driver's License. She has already gotten a new copy of her school ID, has an SSS number (and can apply for an SSS-ID card if she can find a job at a company that actually contributes to Social Security, which is apparently quite difficult in the Philippines), and can apply for voter's registration card. However, even if she gets the SSS-ID or voter's registration card, these are "new", not "old" forms of ID! Her Baptismal Certificate is "old", but apparently it only qualifies as a supporting document and not a form of ID.

Has anyone else had a problem trying to obtain an "old" ID? Does anyone know specifically what the DFA is looking for? How can my fiancee get an "old" ID when she barely qualifies for any current IDs?

she can get an SSS id as long as she has an SSS number,but it would take 3 months before they release it. form 137 are released by schools. I did get my form 137 last june 25,2009. The voters ID would be released january of 2010 but she has too apply for it now. DFA wants old id.as I said THE OLDER THE BETTER,but just incase you dont have any old ids they would accept new sss ids and voters id,they just want to be sure you are who you are.

Get her a Voter's ID and you might want to use an agency to get her a passport. Agencies have the proper connections inside the DFA and they may be able to get a passport for her. You will pay more but sans the hassle.

Is your fiancee a registered voter? She could go to the municipal hall and ask there where she can get her ID. She can also apply for a driver's license, but I think she need a student permit first before she can apply for an ID, im not sure though =) I agrre with jom. Your fiance should ask assistance from an agency ( a legit agency) to apply for her passport. They charge extra for an expedite case, but its ok =D

Tell her to get social security number. Then, apply for social security id. That would be better. Does she have voter's id?

Hi! She will get a passport as long as she has a yearbook.... I didn't have my old ID either but I got my passport so easy. I just brought my school yearbook and let them showed my picture and with my name on it...

Oooppss.. I forgot that she didn't buy a school year book but just tell to borrow a yearbook from classmates...

no some of her requirement she had now is be taken by DFA to get her a passport except her highschool id,postal id and barangay clearance is not accepted . she must have a atleast two valid ID from government like TIN no. , SSS ID , Voters ID,any license ID from PRC. I think some travel agency offer filing passport they allow postal id but should have a voters id. but with my case i went to DFA they allow me just one valid ID which is my TIN number. she must have to bring her NBI and baptismal.

That might be a good idea. I will ask if she knows if any of her classmates bought a yearbook.

DFA accepts High School Year Book as "Old ID". If she doesn't have a personal copy she might "convince" the school to let her borrow on from their library for a small "fee".

I asked her if she could borrow, rent, or buy a copy of her old yearbook from the school library, but she said her library didn't have any old yearbooks. She went to Samar National School -- does anyone know if that high school has yearbook in its library?

I got the same sitution way back years ago..i dont have any form of ID,all they want is your old as in old ID's to proved that you are that person...what i did is,i get my cousins girls scout new ID, i put my name on it,put my oldest picture then i tried to make it really old looking...as in i smashed it then i went to a lamination center i laminated it then crampled few times..it looks very old already,i try to go back to DFA then there they accept it...just try to look from her records,all the old papers showing her name on it..you will be fine...

Im just wondering if she was able to secure a new school ID (year 2009) which was issued by the school then it means that she has records with the school and thus, she can request for a school transcript or form 137 from her school. Then why not request for a school records/form 137/ school transcript and present it to DFA. Another thing, if she graduated from highschool , even if she didnt buy a yearbook,but maybe the school has a copy of it or maybe her classmates bought one. Am sure coming from small place,where almost everyone knows everybody then she can get a copy or borrow yearbook from her classmates

When i secured passports of my children, there was one lady who was asked if she graduated from highschool and she answered yes. Then the DFA staff asked her to bring a copy of the yearbook. I was thinking "are they out of their minds, why would they ask for a yearbook. and when i read your post, i said " never thought a yearbook is now a means of identification.

I know how frustrating it is at this time.
