Petitioning a spouse w/ Green Card or wait for Citizenship?

This question is for my grandmother who is 73 years of age. She's a permanent resident whose been here in the US for 4 yrs. She has some medical conditions and would like to get her spouse (My Step Grandfather) in US, ASAP.

Would you suggest sending the I-130 now while she's only a green card holder? Or should she wait for eligibility to apply for a US Ctizenship (which is another year), wait for due process, then file her petition?

Any suggestions, ideas and.or help would be appreciated.

USCIS Journey

09/12-I-130 packet sent to USCIS Chicago lockbox

09/16-NOA1/File sent to California Service Center

09/23-NOA1 Hardcopy

She should file now. It takes about 4-5 years for a LPR to petition for a spouse. Once your grandmother gets her US citizenship, she can send in a copy of her naturalization certificate to upgrade the case. Also, there is no guarantee that she will pass her citizenship test on the first try. Better to have something in motion than not.
