DS230 Part II for benefitiary from Taiwan

My wife prepearing DS230 and we are not sure if Taiwan is in the list of countries where need Part I and Part II must to be send to NVC or just Part I send to NVC and Part II signed at the embassy (or AIT)?

Taiwan is not on the list of the countries (Albania, Canada, Lebanon, Turkey, Philippines, United Arab Emirates, The Continent of Africa) that require applicants to submit both part I and II to NVC. You can check with NVC whether there is any change on the list. Below is the helpful website link from the department of state:

Throughs CR1s cases which end up at the US Consulate in Guangzhou, China have to do the DS-230 part II.. they get this as part of P4; It is brought to the interview filled out, but not signed; it will be signed and sworn to in front of a consular officer.
