This is correct. Until you have your US Passport (and citizenship), you will have to apply for entry to all countries as if you were a Peruvian i.e., as if you were not married to an American. So, all visa and restrictions still apply.

Not correct. For certain countries, having USA permanent residence eliminates the need for a visa (i.e. a Peru citizen is required to have a visa to enter Mexico or Canada; a Peru citizen with a US GC does not need a visa).

Hmm, I was not sure how to interpret the colon and dash in the statement:

"Visa required, except for A stay of max. 180 days:

- for alien residents of the U.S.A. holding a Permanent

Resident/Resident Alien Card (Form I-551); "

But if you are correct, that is good news for us, because I was hoping to take Dora to Mexico, but thought I would have to hassle with a visa.

Thanks for pointing that out.

Look at the Delta link. Check with only the Colombian passport vs. Colombian with US alien resident status. A US permanent resident can enter without a visa and stay up to a maximum of 180 days. So you should have no problem taking Dora to Mexico or Canada.
