I actually think a mod in each regional forum is a good idea - someone aware of cultural sensitivities and the subforum membership and what not

My only concern is managing that many people but it is an idea to consider. I think on the upper forums my break out is reasonable but I am open to ideas...

I agree as well. Each regional forum is so nuanced that only an insider could really moderate it well.

There are 11 regional sub-forums, so 11 sub-forum moderators. Most of the sub-forums really police themselves, and with a couple notable exceptions there's really not a lot that needs moderation. So even though it seems like it would be a lot to manage, in practice you'll find yourself wondering what that RU moderators name is again because you haven't heard from him in so long.

If you really wanted to get crazy in the paint, you can assign a site moderator to be "lieutenants" for 3-4 regional moderators each. Those regional moderators would "report to" a specific moderator if they needed help on a decision.

The advantage, as Tromp says, is that you have people in charge of forums that are already members and are culturally sensitive to the area. Nothing chaps my asc more than an "outsider" coming into the RU forum making decisions based on what they think they the hell know, when in fact they know nothing. This would alleviate that problem.

It's at least worth a trial period. Why not sign a few forums up for it and see how it goes?

It seems like an odd choice, but the Canadian and MENA ladies seem to like him so maybe it's a good idea

He does crave timbits and gives the MENA ladies the DVD release list on tuesdays.

He also gives us chocolate, iced cream and midol when it's that time of the month. I say good choice!
